La dictadura de Primo de Rivera (1923-1930) no fue un mero paréntesis en la historia de España ya que aprobó una importante legislación para modernizar el país desde una posición autoritaria. La obra parte de un análisis teórico sobre las leyes encaminadas a la modernización de la administración local y provincial, y bucea en el modelo de regulación de las relaciones patronos-obreros que articuló la Organización Corporativa Nacional (1926) a través de los comités paritarios.
